Meltzer argued in the lecture that military officers should not be involved in purchasing and arming themselves in the shadow of the submarine affair. In his lecture, Meltzer noted the norm set by former Prime Minister David Ben-Gurion on the matter, according to which IDF officers must not be involved in the purchase of military equipment.
